Water and Wastewater
PROVIDER: EL PASO WATER UTILITIES
City Ordinance No. 752 established the El Paso Water Utilities Public Service Board to manage and operate the water and wastewater system for the city of El Paso. The seven-member board of trustees, which also makes up the Public Service Board, consists of the El Paso mayor and four El Paso County residents appointed by City Council for four-year staggered terms.
El Paso Water Utilities’ capacity and demand:
- Total capacity of 332.5 million gallons of water per day
- Well capacity of 205 million gallons per day
- Surface water capacity of 100 million gallons per day
- Desalination capacity of 27.5 million gallons per day
- Peak-day demand for water was 158.7 million gallons in 2008
WATER SERVICE
All water-service users are subject to a monthly charge by the El Paso Water Utilities, consisting of two fixed charges plus a commodity charge for water used. See the tables below for a cost breakdown.

The following bill comparison for water compsumption was prepared by the San Antonio, Texas water systems (SAWS) for their annual financial report. Seven Texas cities were analyzed, and overall El Paso had the most affordable cost. The study was based on 7,788 gallons water / 6,178 gallons sewer usage. Please refer to the graph below for price comparison.
WASTEWATER SERVICE
A sewer-service charge is collected monthly from every user connected to the sewer system of the El Paso Water Utilities. The sewer-service charge consists of a minimum monthly charge (as shown in the table below) plus a commodity charge of $1.27 per CCF for 90 percent of the customer’s AWC*.
For residential customers only, the charge for those using a volume of 4 CCF or less is included in the minimum charge.

DESALINATION
In order to enhance El Paso’s long-term supply of potable water, El Paso Water Utilities and Fort Bliss teamed together in a public-private partnership that culminated in the development of the $80 million Kay Bailey Hutchison Desalination Plant, an advanced, ecofriendly desalination plant designed with a complex network of wells, pipelines, storage and pumping facilities.
- Currently the world’s largest inland desalination plant
- Produces 27.5 million gallons of potable water each day
- Offers a water-resource learning center
By using previously unusable brackish water supply, the Hutchison plant is creating a new supply of water — literally water from water. By pumping this brackish water to facilities where it can be treated, the threat of contamination of the fresh supply of the existing groundwater is eliminated.
The desalination process is the most comprehensive water-treatment technology available anywhere, removing salts and other potential pollutants from the water. The facilities augment existing supplies to make sure El Paso and Ft. Bliss have sufficient water for growth and development for 50 years and beyond.
