Regional Military Growth

Ft. Bliss, the Army's # 1 ranked installation expands troop strength.

Between 2006 and 2013, Fort Bliss will realize a net increase of approximately 27,000 active duty personnel -- the largest net gain of active duty troop strength of any military installation in America. Slightly more than one-third of this gain will result from the 2005 Base Closure and Realignment Commission (BRAC 2005) process.   Three other important Army initiatives -- "Modularity", “Global Base Realignment” and “Grow the Army” will drive the remainder of the gains that are known as of January 2008.   As result of these decisions, Fort Bliss will become the headquarters of the First Armored Division and will receive numerous new missions including a combat aviation brigade, a field artillery brigade, at least four Heavy Brigade Combat Teams (HBCT) and two Infantry Brigade Combat Teams (IBCT). Ft Bliss is also home to integrated field experimentation for new Army capabilities that are being developed through Future Combat System (FCS) initiative.  To support FCS activities, the Army stood up two new units at Ft Bliss—the Future Force Integration Directorate (FFID) and the Army Evaluation Task Force (AETF) which will become the 5th BCT of the 1st Armored

During BRAC 2005, Fort Bliss received the top ranking in “military value” among all 97 CONUS Army installations, while WSMR ranked #10.

Military economic impact on our community

  • A net gain of approximately 27,000 additional active duty personnel by 2013, will bring total Ft Bliss personnel to approximately 37,000
  • 36,800 additional family members, more than 15,800 of whom will be working age spouses
  • 60% of the families are projected to live off post
  • Currently there is a $1.7 billion impact on the El Paso community from Ft. Bliss which will grow to approximately $6.4 B annually by 2013

The region's military bases also provide a labor supply resource. There is an average of 1,933 military personnel exiting Fort Bliss each year, and typically, between 10% and 15% remain in the area after leaving the military. This number is projected to grow significantly as the base increases by nearly fourfold by 2013.  The skill sets of the exiting military include electronic and maintenance technicians, logistics support, and medical personnel.

The installation is also home to such missions as the U.S. Army Sergeants Major Academy, 32nd Army Air and Missile Defense Command, Joint Task Force-North, Future Force Integration Directorate, William Beaumont Army Medical Center, and more. Bliss currently hosts more than 13,000 personnel and will grow to approximately 37,000 personnel by 2013.

Holloman Air Force Base (HAFB) is located in Alamogordo, New Mexico, approximately 80 miles north of El Paso, and is home to the 49th Tactical Fighter Wing which owns all F-117A Stealth Fighters.  HAFB is also home to the German Air Force Tactical Training Center (TTC), which provides aircrew training in the F-4F Phantom II. Other tenants Units include 46th Test Group, 4th Space Control Squadron, and the 82nd Aerial Target Squadron, among others. HAFB hosts over 3,000 active military personnel, and employsmore than 800 civilians. Dona Ana County is home to White Sands Missile Range (WSMR) with the headquarters located 20 miles east of Las Cruces, New Mexico and 45 miles north of El Paso, Texas.WSMR is an active military installation which is part of the Developmental Test Command (DTC), which reports to the United States Army Test and Evaluation Command (ATEC).  White Sands Missile Range provides support to the Army, Navy, Air Force, DoD, and other customers for experimentation, test, research, assessment, development, and training in support of the Nation at war. WSMR’s capabilities and infrastructure are also used by NASA, universities, private industry and foreign militaries. Building upon decades of experience testing weapons systems for all DoD Services, WSMR can merge live and simulated operations across many geographically-separated test ranges. WSMR is also focusing on operational training and experimentation of Joint forces in conjunction with neighboring facilities. These partnerships and WSMR’s unique land and airspace provide exceptional capabilities for initiatives like Joint Cruise Missile Defense. In anticipation of aggressive changes outlined in DoD and Army Transformation initiatives and increased emphasis in Joint Operations, WSMR will develop and position T&E capabilities to support the DoD weapon systems of the future.
