Retail and Real Estate Development in El Paso County

The recent and anticipated growth within the El Paso region naturally offers opportunities for both retail and real estate development. This section of the REDCo website was designed with retailers and developers in mind. For detailed reports, sales analyses, construction and permitting data, and the best maps of our region, please browse the pages in this section for more information.

Between 2000 and 2040, the population of El Paso County is projected to grow by 69.7%. This projected growth is on par with the State of Texas and faster than the rest of the nation. Based on U.S. Census Bureau population estimates and projections, El Paso is the 24th fastest growing city in the nation from 2004-2005. These projections do not take into account the significant projected growth of Fort Bliss by 2013.

The Base Realignment and Closure decisions that Congress wrote into law in 2005 are creating a tremendous positive impact on the El Paso economy, resulting in Ft. Bliss receiving a net growth of over 20,000 new troops.  The influx of these troops has already started and will continue through 2013.  In addition, between 27,000 and 33,000 family members will accompany the new troops.  Notable unit gains include the entire 1st Armored Division with its division headquarters, Future Combat Systems (FCS) activity, a Combat Aviation Brigade, a Fires Brigade, a Sustainment Brigade, and other smaller units.  FCS is the Army's primary modernization program.  Ft. Bliss is home to the Army Evaluation Task Force (AETF) which is the Army's sole unit responsible for testing and evaluating new FCS technologies before they are fielded to the entire Army.  The Future Force Integration Directorate (FFID) is an Army Training and Doctrine Command (TRADOC) unit tasked with doing concepts development for the FCS program.

REDCo research teams provide economic trend data for El Paso MSA as a tool to measure the business "climate" in the region. In order to paint a clear economic picture of the borderplex, REDCo created a unique collection of data we refer to as Business Barometers. The Business Barometers presents data including, but not limited to, the labor force, major industries, cost of living, retail sales, construction permits, tax base, border crossings, and import/export activity with Mexico through our ports of entry. The data is updated twice per year, in March and August, from sources such as the Texas Workforce Commission, ACCRA, U.S. Department of Housing and Urban Development, Bureau of Economic Accounts, Texas Comptrollers Office, El Paso Central Appraisal District, City of El Paso, U.S. Customs and Border Protection, and the Texas Center for Border Economic and Enterprise Development.
