Water - El Paso Water Utilities

The Public Service Board was established May 22, 1952, by City Ordinance No. 752 to completely manage and operate the water and wastewater system for the City of El Paso. The five-member board of trustees which make up the Public Service Board consists of the Mayor of the City of El Paso and four residents of El Paso County, Texas, who are appointed by the City Council for four year staggered terms.

Monthly minimum charges for water service, based on size of meter with a
400 cubic feet (4CCF's) volume allowance:

Water used in excess of the 4 CCF's (2,992 gallons) volume allowance included in
the minimum charge will be billed at the following rates:

Block 1 Over 4 CCF's to 150% of AWC* $1.45 per CCF
Block 2 Over 150% to 250% of AWC $3.40 per CCF
Block 3 Over 250% of AWC $4.87 per CCF
AWC - Average Winter Consumption is the average of water used during the most recent, December, January and February billing periods.

Note:
Non residential customer rates do not include 400 cubic feet allotment in minimum monthly charges. Properties located outside the El Paso city are charged 1.15 times the rate for the same service to customers whose property in inside the city limits.
