The El Paso Water Utilities - Public Service Board (PSB) was established May 22, 1952, by City Ordinance No. 752 tomanage and operate the water and wastewater system for the City of El Paso. The five-member board of trustees which make up the Public Service Board consists of the Mayor of the City of El Paso and four residents of El Paso County who are appointed by City Council for four year staggered terms.   • total capacity of 332.5 million gallons of water per day
  • well capacity of 205 million gallons per day
  • surface water capacity of 100 million gallons per day
  • desalination capacity of 27.5 million gallons per day
  • peak-day demand for water was 158.7 million gallons in 2008

 

 

Water Service

All water service users are subject to a monthly charge by the El Paso Water Utilities, consisting of two fixed charges plus a commodity charge for water used. See the tables below for a cost breakdown.

For residential customers only, a volume of four hundred cubic feet (4 Ccf) or 2,992.4 gallons are included in the minimum charge each month. For all other users (and residentials using in excess of the volume allowance (4Ccf) included in the minimum), the following rates for water usage apply:

*AWC or Average Winter Consumption is the average of water used during the most recent December,

"Very Large Water Users" or customers using an average of 100,000 gallons of water per day or more shall be charged in accordance with the following table:

Wastewater Service

A sewer service charge is collected monthly from every user connected to the sewer system of the El Paso Water Utilities. The sewer service charge consists of a minimum monthly charge (as shown in the table below) plus a commodity charge of $1.27 per Ccf for 90% of the customer's AWC*. For residential customers only, the charge for those using a volume of four hundred cubic feet (4 Ccf) or less is included in the minimum charge.

Reclaimed Water Service

There are three wastewater treatment plants that serve the region with reclaimed water: the Northwest Wastewater Treatment Plant, the Fred Hervey Wastewater Treatment Plant, and the Bustamante Wastewater Treatment Plant. Reclaimed water is available at a rate of $0.93 per Ccf to the following areas: the Northwestern Industrial Center, the Riverside Industrial Park, and portions of Northeast El Paso.
