In February 2004, the citizens of El Paso voted to make the move toward the Council-Manager form of government, making El Paso the largest U.S. city to adopt this government type and forging a new path for the municipality to follow.

In August 2004, the first El Paso City Manager was appointed.

The Mayor and council members serve staggered 4-year terms.
